NEW DELHI: In what could be a pioneering example of the sharing of benefits generated through the use of biological resources with communities, the National Biodiversity Authority (NBA) has sanctioned funds for local people that will be used for the conservation of the endemic plant species Red Sanders in Andhra Pradesh.The sanctioned fund of Rs 82 lakh, provided from the benefit-sharing amount, was collected from users of Red Sanders and is being channelled back to the stakeholders concerned for conservation-related activities. These funds are in addition to the sale proceeds or sale values realised by the stakeholders.Though the sanctioned amount is not much, the initiative demonstrates how the mechanism of sharing benefits with local communities can work under the new Access and Benefit Sharing (ABS) rules, notified by the NBA under the amended Biological Diversity Act in April.It also demonstrates how policies can put additional money into the hands of local people and transform conservation into community-driven action.Citing Andhra Pradesh's example, the Union environment ministry on Monday said the initiative is aimed at raising one lakh saplings of Red Sanders, which will subsequently be supplied to farmers, thereby contributing to the Trees Outside Forests (ToF) programme and marking a significant step towards conserving a species unique to the region (particularly in the districts of Anantapur, Chittoor, Kadapa and Kurnool)."The initiative not only strengthens India's national biodiversity targets but also reinforces the country's commitment to the Convention on Biological Diversity (CBD) at the global stage," the ministry said.The ABS mechanism regulates access to biological resources while ensuring the fair and equitable sharing of benefits with stakeholders, including local communities, individuals and Biodiversity Management Committees (BMCs).
