Sebi opposes former stockbroker Ketan Parekh's plea to travel abroad, alleges 'sinister motive' | Mumbai News - The Times of India

Mumbai: Alleging it was driven by a "calculated intent" to minimise his and his entities' digital footprints, and a "sinister motive" to avoid court proceedings, the Securities and Exchange Board of India (Sebi) opposed former stockbroker Ketan Parekh's plea to travel abroad, his sixth such request. The trial court, before which Sebi submitted its reply to Parekh's application, is likely to decide the matter on Tuesday.The Sebi case against Parekh is for alleged offences related to securities market manipulation, allegedly masterminded by him with the aid and active connivance of other accused, which led to an "artificial market for the scrip of Lupin Laboratories" and a large-scale manipulation of the scrip price.Parekh's application sought permission from the court to travel abroad to the UK, United Arab Emirates, Qatar, Singapore, Thailand, Sri Lanka, South Africa, the European Union, and Georgia for four months from Oct 4, 2025, to Feb 3, 2026.Sebi, in its reply, termed him a "habitual offender" and said the case was at a stage of evidence, and Parekh's presence was paramount. The markets regulator said, "If the conduct of the accused Ketan Parekh and his related entities" is tested in terms of observations passed by the Supreme Court, it would follow that his plea is filed "not only with a sinister motive to avoid the surveillance of the regulator and to avoid court proceedings but also to try to settle in a foreign country from where they can execute their sinister plans, which will affect our country's economy as well as innocent investors at large".Sebi also said the plea, the sixth such, as well as his earlier similar plea to travel from Dec 2024 to March 2025, was a "cloak to disguise ongoing illegal activity". Details of his 'covert modus operandi' were detailed in a January order, said Sebi, adding it records that "Parekh used multiple SIM cards not in his own name and was saved in the phones of co-conspirators under aliases such as 'Jack', 'Boss', 'Bhai', and 'Wellwisher'." This deliberate concealment of identity is a clear indicator of his intent to evade detection. If permitted to travel abroad, monitoring his activities or communications would be impossible, the Sebi reply added.It also said the court may consider that Parekh has "no properties in his name within the jurisdiction of this present court" and that both his daughters reside abroad, one in the UK and another in Singapore. The regulator said a co-accused was from Singapore, which is on Parekh's list of places to visit.
