DEHRADUN: Chief minister Pushkar Singh Dhami on Wednesday announced that the Uniform Civil Code (UCC) would be implemented in Uttarakhand starting January 2025. "All preparations for this have been completed. Once implemented, Uttarakhand will become the first state to implement such a law post-independence," said Dhami. He stated that in accordance with its commitment, the state govt completed groundwork for implementing the UCC. He mentioned that after the formation of the new govt in March 2022, the decision to form an expert committee to implement the code was taken in the first cabinet meeting. "Consequently, a five-member expert committee, chaired by retired Justice Ranjana Prakash Desai, was formed. Based on the committee's report, the UCC Bill 2024 was passed by the state assembly on February 7, 2024. After receiving the President's assent, the notification was issued on March 12, 2024. The rules for the Uttarakhand Uniform Civil Code 2024 Act have also been prepared," he added. "After going through an extensive exercise, we are ready to implement the law from January," said Dhami. He instructed officials to ensure proper training for personnel and to gather all necessary infrastructure to implement the code's provisions. "Additionally, maximum services should be kept online, keeping public convenience in mind," said Dhami, adding, "a portal and mobile app have been developed to facilitate the implementation of the UCC, providing online services for registration, appeals, and more." The UCC panel handed over a 740-page draft to the CM on February 2, and it was passed by the state cabinet on February 4. The Uniform Civil Code Uttarakhand Bill, 2024, was tabled in the Uttarakhand assembly on February 6 and passed in the House on February 7. The Bill, with seven schedules and 392 sections, focuses on four key areas - marriage, divorce, inheritance, and live-in relationships - and intends to end practices of polygamy, polyandry, halala, iddat, and talaq. Besides giving equal rights to girl and boy children in property, the UCC also protects the right of a child in the womb (unborn child).
