Bhubaneswar, Sept 14 (UNI) The Odisha State Information Commission has debarred an RTI applicant from filing fresh queries for a year, citing "repetitive and burdensome" applications that put unnecessary strain on public resources. In a ruling issued yesterday, State Information Commissioner (SIC) Susanta Kumar Mohanty said applicant Chittaranjan Sethy's conduct amounted to "abuse of the RTI process" and was a "clear indication of misuse." "No doubt the applicant being the citizen of India has the right to get the information under the RTI Act, 2005, but he is also duty-bound to obey the law of land and procedure. Keeping in view the facts, the applicant deserves to be dealt with in a strict manner," SIC Mohanty stated, while imposing a year's ban on the applicant to seek fresh RTI query. The Commission also dismissed 61 RTI applications filed by Sethy seeking detailed information on income, expenditure and development works from Meteipur gram panchayat and Nimapara Block office in Puri district. The SIC further advised public authorities to disregard any RTI application from Sethy under Section 7(a) of the RTI Act if they are found to be repetitive or burdensome. Mohanty said the order was issued to protect public resources and prevent misuse of the RTI process.
