Chandigarh: On Dec 8, 2012, 20-year-old Saurabh Garg propped a ladder against a burning house in Jind's Pillukhera village and pulled out 11 people gasping for breath inside. Moments later, he collapsed, never to rise again. While everyone in Haryana hailed him a martyr, his family is still waiting for a national award to honour his sacrifice. This came to light on Friday, when the Haryana Human Rights Commission (HHRC) sought an explanation from the Haryana chief secretary an asked him to fix responsibility of officials whose negligence led to the late Saurabh Garg being deprived of a nomination for Prime Minister's National Jeevan Raksha Padak. When the nomination was finally sent last year, Garg's family was told that too much time had passed since the incident, regardless of the fact that the family tried to send Garg's nomination every year.The HHRC bench, comprising chairman Justice Lalit Batra (retd), and members Kuldeep Jain and Deep Bhatia, passed the orders on a petition moved by Saurabh's father, Chander Bhan Garg. He said that on Dec 8, 2012, a fire broke out in a house following an LPG leak in Pillukhera village of Jind. Showing extraordinary courage, Saurabh used a ladder to rescue 11 members of the house from smoke and fire before collapsing himself.At the time, Congress govt in power in Haryana and at Centre. After the incident, Saurabh's sacrifice was also discussed during the winter session of the Haryana legislative assembly. MLAs across the board had termed Saurabh a martyr with strong recommendations. Later, the Prime Minister's Office (PMO) also recognised his sacrifice, but all went in vain due to clerical mistakes and official apathy.Chander Bhan said it was the govt which contacted them in 2012, but they got nothing except verbal assurances. Even after the change of guard in Haryana, when the BJP took over in 2014, nothing changed.Chander Bhan said he kept running from pillar to post. Records revealed that within a week of the incident, the deputy commissioner of Jind recommended the case to the Haryana home department. The communications were sent on Dec 14, 2012; Jan 15, 2015; Aug 23, 2022; Sept 27, 2022; Sept 29, 2023; and Aug 13, 2024.On Feb 22, 2013, the Haryana assembly paid tributes to Saurabh's sacrifice by observing silence. A demi-official (DO) letter, dated May 13, 2013, was also sent by the assembly to the deputy commissioner, Jind, conveying condolences and sympathy to the bereaved family. Letters dated Dec 24, 2012, and Jan 11, 2013, from the Prime Minister's Office were also addressed to the Union ministry of home affairs, reflecting national-level acknowledgment. At the time, a well-established Govt of India policy was in place for recommending gallantry and life-saving acts for national awards. The HHRC observed: "This delay is purely the result of administrative negligence and apathy, causing injustice not only to the family but also to society at large. Despite clear recommendations and extraordinary merit, the matter was never concluded in time and remained stuck in bureaucratic delays."Haryana additional chief secretary (home) had informed the family that according to an MHA notification dated April 1, 2024, only cases within two years can be nominated, hence Saurabh's name cannot be considered. The commission also clarified that a financial assistance of Rs 5 lakh cannot be a substitute for honour and recognition due to his supreme sacrifice.HHRC has also directed the govt to take up the issue with MHA to relax norms in this case. The family has also highlighted that a 'Shaheed Saurabh Garg Memorial' constructed by the govt is not being maintained.
