Gurgaon: CM Nayab Singh Saini has mandated stringent measures against irregularities found in the tendering process for the Basai water treatment plant (WTP) project. On Friday, he instructed that the GMDA chief engineer, who was responsible for the oversight, be formally charge-sheeted. The project, which is expected to be delayed by at least six months, has seen its tendering process annulled. The Basai plant part 2, planned to span 77.2 acres opposite the current Basai facility, is set to become the city's third major treatment plant. Tenders for this project were issued in March, inviting bids in two separate parts.Chairing meetings of the high-powered purchase committee, Saini reprimanded officials for the lapses. Sources said the CM also questioned the logic of inviting separate tenders for the Basai WTP-II project in two phases when the work was meant to be executed as one. A senior govt functionary said, "The CM directed officers to re-examine the tendering process and fix accountability to prevent recurrence of such irregularities." With the cancellation of the tender, GMDA has now been asked to reinitiate a fresh, consolidated tender for the project to ensure transparency and avoid duplication of costs -- as a result, the project has been delayed by at least six months before GMDA is done with the bidding process.The move came after it was found that rules were deliberately ignored during the process, leading to financial losses for the state and delays in the execution of the project.Saini said the public was deprived of timely benefits due to the delay and made it clear that such negligence would not be tolerated. The CM said, "The state govt follows a zero-tolerance policy towards corruption and irregularities. Any act against public interest, or compromise on honesty, quality and timely execution in development projects will not be accepted." Initially conceived in June 2022 as a 90 MLD unit with a 330 ML storage tank, the project was revised in 2023 to align with GMDA's infrastructure roadmap. The revised plan envisioned a 100 MLD automated plant equipped with two storage tanks of 360 ML each, raw and clear water pump houses, chlorination systems and a SCADA-based monitoring platform.Under phase I, estimated at Rs 98.5 crore, the scope included construction of two RCC sand and silt tanks, laying of a 1,800mm pipeline for raw water, silt chambers, RCC channels and a permanent dewatering system. Phase II, with an estimated cost of Rs 89 crore, was meant to cover the construction of a 100 MLD automated treatment unit along with a clear water reservoir, sump, raw and clear water pump houses, chlorination system, transformers and SCADA-based automation. The city relies on two treatment facilities at Basai and Chandu Budhera. Together, the WTPs have a capacity of 670 MLD.
