Pune: Aadhaar enrolment for children in the 0-5 age group (Baal Aadhaar) will now be carried out only on the basis of birth certificate, Unique Identification Authority of India (UIDAI) chief executive officer Bhuvnesh Kumar said on Friday.Kumar, who was in Pune to review an enrolment camp for schoolchildren (above 5 years), said the move aimed to eliminate duplication and streamline the process. "We have seen cases of children being issued two Aadhaar numbers -- one without biometrics and another with -- often due to parental oversight. Linking enrolment directly with birth certificate will put an end to such duplication," he said.UIDAI is in the process of integrating its systems with Registrar General of India (RGI) data across all 36 states and union territories. Of these, 25 states are already on the civil registration system (CRS), while the remaining 11 are being linked separately. "The process will be fully functional in the next three months, enabling automatic linkage," Kumar said.Explaining the benefits, he said once a child is issued a Baal Aadhaar, they cannot re-enrol as adults since their birth certificate shall already have been mapped to the UIDAI system. "The two-Aadhaar system must end. This linkage ensures no one is registered twice. In cases where the exact date of birth is not available, such as for orphans, the year of birth will be recorded," he said.Currently, Baal Aadhaar coverage stands at about 45% nationally. The new framework is expected to improve enrolment significantly. With parental consent, a child's Aadhaar number generated from a birth certificate -- without biometric data -- can now be shared with RGI or state registrars. "This ensures that multiple Aadhaar numbers cannot be created on the basis of one birth certificate," UIDAI said in a notification last month.Baal Aadhaar is a 12-digit number linked to a parent's Aadhaar and issued without capturing a child's biometrics. Parents must provide the child's birth certificate and one parent's Aadhaar at the enrolment centre. Only basic demographic details such as name, gender, and date of birth are recorded, with a mobile number and email address optional.By integrating data under the Registration of Births and Deaths Act, 1969, UIDAI aims to plug gaps that have enabled duplication or fraud in the past. Kumar stressed that the larger goal is to strengthen the integrity of the digital identity system. "Our effort is to safeguard Aadhaar and ensure enrolment remains secure, simple, and duplication-free," he said.The Comptroller and Auditor General (CAG) had earlier criticised the Baal Aadhaar exercise as "wasteful expenditure". Responding to this, Kumar said enrolment of this age group is mandated under the Aadhaar Act. "Once linked with CRS, Baal Aadhaar will be fool-proof against duplication," he said.
