Chennai, Aug 14 (UNI) In a move to address the grievances of conservancy workers of the Greater Chennai Corporation, who were on protests mode for the last 14 days since August 14, opposing privatisation and demanding job regularisation, the Tamil Nadu Cabinet today announced six new schemes for their welfare and appealed to them to call off their stir, while stating that the doors of the government were always open to them for talks. About 600 conservancy workers representing two Zones in the city, along with their counsels, who were protesting at the Ripon Buildings--the seat of power of Chennai Corporation--were forcibly removed late last night by the police and taken to a marriage hall after the Madras High Court directed them to hold protests only at authorised places and that police should accord necessary permission. The court ruled that conservancy workers of the Greater Chennai Corporation (GCC) may stage protests only in authorised places to highlight their grievances over outsourcing of sanitary works in certain zones and could not block pavements and pathways outside the Ripon Building. The First Division Bench comprising Chief Justice Manindra Mohan Shrivastava and Justice Sunder Mohan made the observation while disposing of a public interest litigation (PIL) that complained of disruptions to pedestrian and vehicular traffic on EVR Periyar Road due to ongoing protests. The court directed the Uzhaippor Urimai Iyakkam (UUI), representing the conservancy workers, to seek permission from the police to hold protests in authorised spaces earmarked for such activities. The Bench also instructed the police to consider such requests in line with the law, while ensuring that roads, pavements, and pathways remain unobstructed. Leaders of various political parties, including the left parties, opposition AIADMK and BJP, and NGOs met the striking workers and pledged their support over the last few days. However, the workers were unrelenting in their demand and were insisting that Chief Minister M K Stalin should intervene and solve their issues. The multiple round of talks the striking workers represented by UUI, had with the Ministers and senior government officials and Chennai Mayor Ms R Priya had failed to break the 13-year-old impasse. The decisions taken at the Cabinet meeting chaired by Mr Stalin was announced by Tamil Nadu Finance Minister Thangam Thennarasu to the media. The new initiatives include a significant financial compensation for workers who die on duty and a large-scale housing project. Under the new plan, the families of conservancy workers who die in harness will receive a compensation of Rs 5 lakh. This amount is in addition to the Rs 5 lakh already provided by the conservancy workers' welfare board, taking the the total assistance to Rs 10 lakh. To address the housing needs of conservancy workers, the government also announced a new scheme to construct 30,000 houses in collaboration with the Tamil Nadu Housing Board and the Tamil Nadu Urban Habitat Development Board in the next three years. The scheme will prioritize workers in urban areas who do not own a house. For those in rural areas, conservancy workers will be given priority under the existing Kalaignar Kanavu Illam scheme, Mr Thennarasu said. Recognizing the health risks associated with their work, the government will also implement a new scheme for diagnosing skin and lung-related diseases among conservancy workers. This initiative aims to provide early detection and treatment for conditions they are particularly susceptible to due to their exposure to solid waste. The government announced that in a bid to improve the social economic status of the families of the conservancy workers, it has been decided to provide 35 per cent subsidy, subject to a maximum of Rs 3.50 lakh, for self-employment initiatives. As an added incentive, the government also announced that those who repay the loan amount at the right time, six per cent interest subsidy would be provided, the Minister said, adding, the government has announced allocation of Rs 10 crore per year towards this initiative. Another key announcement is a higher education assistance scheme for the children of conservancy workers. Under the scheme christened "New Higher Education Assistance Scheme", the state government will provide assistance in education fees, hostel fees of their wards, regardless of the school they get admitted. The government also announced free breakfast scheme for urban conservancy workers which would be implemented through the local bodies. It will initially be rolled out in Chennai Zone before being extended to other urban areas. This is intended to help workers who begin their shifts early and may face challenges in preparing their own breakfast. After listing out the decisions taken at the meeting, Mr Thennarasu appealed to the protesting conservancy workers to end their protest and return to work, stating that the State government was fully committed to protecting their interests and safeguard their livelihood and that the doors of the government were always open to them for talks.
