New Delhi: Chief minister Rekha Gupta on Friday directed the officials to constitute an expert panel comprising retired bureaucrats and domain specialists to examine the nature of cases involving Delhi govt pending in district courts and recommend strategies to eliminate unnecessary litigation.The govt stated that these panels would also assist in formulating systemic solutions for quicker resolution and better case management. The decision was taken in a review meeting with the law, justice and legislative affairs department, which was chaired by the chief minister. The meeting was attended by minister Kapil Mishra, apart from senior department officials and legal experts.CM said 11 judicial districts were aligned with seven court complexes in the city and 4,000-5,000 cases involving Delhi govt were pending in various courts and tribunals. Gupta emphasised that there was an urgent need to rationalise govt litigation and reduce the burden on the judiciary.The chief minister also pointed out that unlike other states, Delhi did not have a dedicated panel of advocates for the Supreme Court. Acknowledging the importance of legal representation at the highest level, Gupta instructed the law department to constitute a special panel of senior advocates with pre-defined terms to represent the govt in important matters before Delhi High Court, Supreme Court and various tribunals.The issue of shortage in the sanctioned strength of judicial officers and inadequate office space was also highlighted. CM said it was reported that three new court complexes in Shastri Park, Karkardooma and Rohini were currently under construction, and once completed, would help address both personnel and infrastructure gaps. She directed the agencies concerned to ensure their timely and expedited completion.Gupta stressed the need for legal modernisation and directed officials to explore the enactment of new acts and laws in sync with present requirements and replacing pre-constitution laws, including Punjab Courts Act, Court Fees Act and Suit Valuation Act. CM further noted the lack of regular review of oath commissioners and directed the law department to take immediate corrective action in updating and auditing the records of appointments.The govt added that the CM acknowledged the work of Delhi Dispute Resolution Society, an autonomous institution under the law department that facilitates alternative dispute resolution mechanisms.
