Kolkata: Calcutta High Court on Friday directed Kolkata Police to ensure that no procession for the July 21 rally takes place between 9 am and 11 am and that there is no traffic congestion on routes leading to the high court and other offices located within a five-kilometre radius in central Kolkata.Taking into account the submission of Trinamool counsel Biswaroop Bhattacharyya that the Martyrs' Day rally by Trinamool since 1994 may draw approximately 10 lakh people, Justice Tirthankar Ghosh imposed the curbs on the procession while also considering July 21 to be a working day (Monday). The petition was filed by All India Lawyers' Union after their representation to Kolkata Police commissioner was not replied to. The judge acknowledged that since the hearing was taking place close to rally date, he would not stop it but would impose a few restrictions.The judge directed, "All human processions within KP jurisdiction would be allowed till 8 am and an hour would be granted for settling the crowd which have already entered. From 9 am to 11 am, police authority would ensure that there is no traffic congestion on routes that will lead to the HC or to the fringe of five kilometres where offices are situated in central Kolkata. On and from 11 am, resumption of procession as usually prescribed would take place. The commissioner will ensure deployment of adequate personnel to ensure traffic movement."The matter will be heard in its entirety in Nov. The judge on Thursday asked Trinamool whether it was willing to "change with time" and shift its July 21 rally to Brigade Parade Ground, Shahid Minar or Salt Lake Stadium from 2026.While stating that sufficient arrangements have been made, advocate general Kishore Datta submitted that an additional traffic helpline was also created. On management of traffic by KP, Justice Ghosh observed, "Hardly have I experienced dissatisfaction with the job of KP.
