Bengaluru: The state govt held RCB management responsible for the large congregation of people outside the Chinnaswamy Stadium that led to a tragic stampede, claiming 11 lives on June 4.The govt's status report, filed in response to a suo motu PIL in the high court, highlighted RCB's social media posts, including a video clip featuring Virat Kohli. According to the report dated June 12, disclosed following the high court's July 8 order, RCB management, along with DNA Networks Private Limited and KSCA, organised the victory celebration without police consultation or required permissions.At 6.30pm on June 3, DNA Networks -- RCB's event management partner -- through KSCA's CEO, informed Cubbon Park police about potential victory celebrations. Police declined permission due to inadequate information about crowd management and the last-minute nature of the request.At 7:01am on June 4, RCB independently posted on social media about the victory parade from Vidhana Soudha to the stadium. Subsequent posts followed at 8:00am and 8:55am, including Kohli's video message. A final post at 3:14pm announced the parade timing and mentioned the availability of free passes. These posts garnered substantial engagement, with views ranging from 4.26 lakh to 17 lakh.The govt emphasised that the organisers only provided intimation without following proper permission protocols outlined in the Licensing and Controlling of Assemblies and Processions (Bangalore City) Order, 2009. The authorities typically require two days to process applications and assess various safety parameters.The report also highlighted the absence of standard safety protocols typically implemented during licensed events at the stadium. The organisers failed to provide proper signage, communication systems, crowd management staff, and adequate announcement facilities.A division bench comprising Acting Chief Justice V Kameshwar Rao and Justice CM Joshi adjourned the hearing on the petition to June 24.
