Hyderabad: The Telangana government has raised strong objections to the inclusion of the Godavari-Banakacherla Link Project in the agenda of the July 16 meeting of the Chief Ministers of Andhra Pradesh and Telangana, convened by the Ministry of Jal Shakti to resolve inter-state river water issues. In a detailed response to the Ministry's meeting notice, Telangana termed the discussion on the project "premature and legally untenable", citing multiple violations of statutory provisions, tribunal awards, and environmental clearance norms. In a letter addressed to the Secretary, Jal Shakti Ministry, stated that the project violates the Godavari Water Disputes Tribunal (GWDT) Award (1980) and the AP Reorganisation Act, 2014, which mandate prior consultation and consent from all co-basin states. It lacks mandatory clearances from the Central Water Commission (CWC), Godavari River Management Board (GRMB), Krishna River Management Board (KRMB), the Apex Council, and the Ministry of Environment, Forest and Climate Change (MoEF&CC). The Pre-Feasibility Report (PFR) submitted by Andhra Pradesh contains "critical data gaps" on water availability and technical feasibility. The proposed diversion of 200 TMC from Polavaram is unilateral, alters the operation schedule of the Polavaram project, and impacts Telangana's water rights. The CWC should reject the pre-feasibility report, and Andhra Pradesh should be prevented from advancing the project or preparing a Detailed Project Report (DPR).
