New Delhi [India], July 11 (ANI): In a groundbreaking operation, the Anti-Robbery Squad Cell (ARSC) and Crime Branch of Delhi Police have apprehended a notorious kidnapper and proclaimed offender who had been evading the law for an astonishing 25 years. The accused, Suneet Agarwal alias Pappi alias Babli, a mastermind of kidnapping and extortion, had seemingly vanished into thin air, only to be tracked down by the relentless efforts of the Delhi Police team. The 46-year old fugitive kidnapper was apprehended in connection with case of abduction and was wanted in the case for the last 25 years (since 2000). The accused had built a new identity for himself, settling into Mumbai crowd and blending in seamlessly. However, the police team remained undeterred, using their expertise to stay one step ahead. On 29 January 2000, the complainant, Shrinath Yadav, resident of Ghaziabad, UP, was kidnapped by Babli along with his two brothers. He demanded money, threatened him for not paying the amount, and physically assaulted him. Subsequently, Suneet Agarwal took the complainant to Chandni Chowk and made a call to the complainant employer, Ram Gopal. Babli informed owner Ram Gopal on a phone call that he would reach Raj Nagar to collect the money, and subsequently, took the victim to the Red Fort. After that, the complainant was forced inside the car and taken to the basement of a bungalow in the Kalkaji area and subjected to severe beating, and then he was confined in a flat. Babli aimed a revolver at the complainant head and asked him to call his employer, coercing him to meet at the Safdarjung Airport bridge with money. Again, when a similar call was made to the complainant employer, it was picked up by Sumer Singh, stated to be a policeman, who Babli asked to accompany Ram Gopal (tu bhhi aa jana, main teri wardi utwarwa dunga). Afterwards, the accused took the complainant to the Safdarjung Airport bridge. Finally, they left the complainant at the Tughlaq Road roundabout, threatening him with dire consequences if the complainant reported the incident to anyone. Thereafter, on the statement of said Shrinath, a case vide FIR under sections 364A/365/347/348/386/323/ 506/34 IPC was registered at PS Kotwali, Delhi, and investigation ensued, wherein accused Babli was initially arrested and bailed out in 2000. Later, co-accused Vinit Agarwal and Puneet Agarwal were also arrested in the case. A charge sheet was prepared against all three accused persons. All three accused persons have not appeared before the Court since 2000 to face trial of the case; therefore, they all were declared Proclaimed Offenders (PO) by the Court on 15.10.2004. A dedicated team of the ARSC/Crime Branch was tasked with maintaining surveillance on absconding accused and proclaimed offenders involved in heinous crimes. Meanwhile, SI Sandeep Sandhu received secret information regarding the accused Babli. As part of this ongoing operation, on 04-07-2025, a dedicated team conducted a dramatic chase, arresting accused Babli at his business place in Malad, Mumbai, utilising advanced technical surveillance and human intelligence. He was subsequently brought to Delhi. The concerned police station has been informed regarding his arrest. Following his arrest, the accused was subjected to intensive interrogation, during which he revealed his long-standing efforts to evade law enforcement agencies. It was also uncovered that he had been frequently changing his appearances, addresses, and mobile numbers to avoid detection. He was not in touch with his neighbours and relatives to keep himself safe. Taking extra precautions to evade arrest, the fugitive had been frequently changing his location by relocating approximately every six months within Maharashtra. Accused Babli was born in Delhi in 1979 and was a B.Com dropout of the University of Delhi. After being released on bail in 2000, he left Delhi and settled in Thane, and started a business of financing two-wheelers. Afterwards, he got married in Mumbai in 2004. After some years, he left the business of vehicle financing and started working in a factory of imitation jewellery and worked there for five years. Then, in the year 2015, he started his own business of imitation jewellery. He has one son. His son is pursuing Business Finance from Thakur College, Kandivali East, Mumbai.
