Kanpur: Chief medical officer (CMO) office in Kanpur continued to trigger confusion on Thursday as both Dr Uday Nath and Dr Hari Dutt Nemi asserted their right to the top post.The standoff continued through the day, culminating in a tense half-hour meeting, involving Dr Nemi, the additional commissioner of police and the additional district magistrate. During the deliberations, the office's main gate was locked, adding to the drama until Dr Nemi eventually vacated the premises in the afternoon. Senior officials informed Dr Nemi that though he has secured a stay order from court regarding his transfer, he did not contact the state govt. As the state govt issued an order appointing Dr Uday Nath as the Kanpur CMO, Dr Nemi was instructed to vacate the chair until he secured an official order from the govt. Subsequently, after a telephonic consultation with senior officers, Dr Nemi left the office premises. Meanwhile, Partha Sarthi Sen Sharma, principal secretary, said that Dr Nemi was attached to the office of the director-general and that a departmental inquiry against him was sanctioned by the Governor. Dr Nemi, who was previously suspended and attached to the director-general (medical & health services), Lucknow, returned to post after obtaining a stay order from the Lucknow bench. He reiterated his claim to the CMO's post by convening a meeting with employees and signing files. Dr Uday Nath, who received his appointment as CMO from the state govt, issued instructions to the staff in the CMO office, citing that the principal secretary, medical, health & family welfare (UP) charge-sheeted Dr Nemi and nominated the director (administration), health & medical services (UP) as the investigation officer. In adherence to govt order, all additional chief medical officers, deputy chief medical officers, medical superintendent, senior finance and accountant, district administrative officer, accountants and others were directed to refrain from seeking Dr Nemi's signature on any files, posts, marking, tender process, etc. All official correspondence, administrative work and use of govt vehicles would be undertaken under Dr Uday Nath's signature. Non-compliance with these directives could, according to the state govt, lead to disciplinary action.Dr Nemi, meanwhile, called a meeting for the entire staff, asserting that his court order overruled all other orders and reassuring staff that they should not be affected by Dr Uday Nath's communications. Later, Dr Uday Nath convened a meeting, reviewed the receiving register and enquired about activities of the past 24 hours. Speaking to the media, Dr Uday Nath emphasised, "I was CMO and still I am CMO. The police administration came at his request and discussed the issue with Nemi on camera, making him aware of the procedure. They clarified that the process adopted by Nemi was wrong. If a govt order in his favour is issued, there would be no objection."Dr Nemi said he performed his duties both on Wednesday and Thursday. In morning, he met ASHA workers, heard their grievances and claimed to have already communicated their issues to the state govt. The ongoing confusion left the public, who arrived for their work, bewildered by the presence of two CMOs.Members of Dalit Utthan Sewa Samiti also arrived to honour Dr Nemi by offering a garland.Dr Nemi accepted the garland in his hand.
