Jalandhar: The Aam Aadmi Party (AAP) govt is set to introduce new legislation providing for harsher punishment in sacrilege cases in Punjab. However, chief minister Bhagwant Mann's govt is yet to address the proverbial elephant in the room -- the long-pending justice in cases related to the sacrilege of Sikh scriptures in 2015.Justice in sacrilege cases was a key promise made by AAP ahead of the 2022 assembly polls. An inordinate delay in justice in these cases, however, has created a perception of justice being denied altogether, adding to discontent within the Sikh community and to political fluidity in the state.Before AAP made the problem in 2022, the Congress had assured justice in sacrilege cases before it came to power in the state in 2017. However, instead of some actual action in these first-of-their-kind cases, the wheels of justice have slowed down drastically.It took three years to crack the Bargari sacrilege case in 2018, after Sarbat Khalsa-appointed Akal Takht acting jathedar Dhian Singh Mand started a morcha at Bargari, Faridkot. The cases were traced to Dera Sacha Sauda, Sirsa. So far, trial has been completed in the Malke sacrilege case, and the dera followers have been convicted in that case.Progress has been slow in other cases. ADGP S P S Parmar-led special investigation team (SIT) had filed its report to the state govt in 2022 and sought sanction to prosecute Ram Rahim under Section 295-A of IPC (hurting religious sentiments). However, the sanction was given over two years later in Oct 2024.Punjab and Haryana high court had stayed the trial in March 2024, which was vacated by the Supreme Court in Oct 2024. Yet, over eight months after this sanction by the state home department, there is little progress in the trial of the case, and charges are yet to be framed.During this time, the sacrilege and Behbal Kalan firing cases were transferred to a Chandigarh court. Dera functionary Pardeep Kler, a key accused in the case, was arrested in Feb 2024. He alleged that the Sirsa dera head and his "adopted daughter", Honey Preet, had hatched the sacrilege conspiracy. He also recorded his statement before a magistrate.Former Punjab Police IG Ranbir Singh Khatra, whose SIT earlier cracked the sacrilege cases and the Maur blast case of 2017, told TOI that his SIT had already named the dera head in the Malke sacrilege case, in which convictions had already occurred. "In the Gurusar Bhagta sacrilege case, there is no stay, but the trial has not been proceeding since 2020, and we don't hear any noise about it," Khatra said on Wednesday.In July 2024, Khatra had called on the then Akal Takht jathedar, Giani Raghbir Singh, to apprise him of facts related to sacrilege cases and the slow pace, including the delay in sanction to prosecute the dera chief.Maur blast case faces worse fateLike the sacrilege cases, the 2017 Maur blast case, in which seven people were killed just four days ahead of the 2022 assembly polls in Punjab, is progressing slowly. After the blast, AAP had alleged that it was done as a conspiracy to damage the party's electoral prospects. When he was the LOP in Oct 2021, serving finance minister Harpal Singh Cheema had reiterated that other parties hatched the Maur bomb blast to prevent AAP from coming to power in 2017. Though AAP is the incumbent now, state govt's leaders have been silent on the case. Three dera people were declared proclaimed offenders in the case, and they have not been arrested yet.
