Odisha Govt Proposes Amendment To Right Of Children To Free And Compulsory Education Rules

Bhubaneswar: The Odisha Government has proposed an amendment to the Odisha Right of Children to Free and Compulsory Education Rules, 2010, which aims to ensure that students meet the required promotion criteria before being promoted to the next class. According to the proposed amendment, students in Class V and VIII will have to appear for a class promotion examination at the end of the academic session. If a child fails in these exams, they will be provided with an opportunity for re-examination within two months of the result declaration. Students who fail to meet the required promotion criteria even after re-examination will be held back in the same class. The School and Mass Education Department has issued a notification stating that the proposed amendment is being made in exercise of the powers conferred by section 38 of the Right of Children to Free and Compulsory Education Act, 2009. The proposed rules, known as the Odisha Right of Children to Free and Compulsory Education (Amendment) Rules, 2025, aim to ensure that students are adequately prepared before being promoted to the next class. The rules also state that no child will be expelled from any school till the completion of elementary education. The proposed amendment has been made with the objective of improving the quality of education and ensuring that students are able to meet the required standards before being promoted to the next class. The move is expected to help in improving the academic performance of students and reducing the dropout rate in schools.
