State to empanel agencies to collect waste from doorstep | Goa News - Times of India

Panaji: Goa Waste Management Corporation (GWMC) has decided to empanel agencies for door-to-door collection of waste and transportation to ensure consistency and accountability across the state for the scientific disposal of waste.GWMC said that a framework for the state-wide empanelment of agencies will be developed for door-to-door waste collection and transportation, including the collection of waste from commercial establishments and industries.Uniform guidelines and performance standards for the empanelled vendors will be prepared to ensure consistency and accountability across the state.Chief minister Pramod Sawant ordered that no contractor or agency be permitted to operate within the waste collection system unless they are empanelled with GWMC. "The directive is to be strictly enforced by the directorate of panchayats and the directorate of municipal administration," Sawant said.The CM also told officials that the scientific disposal of slaughterhouse waste, hair waste, etc., be considered. He instructed GWMC to convene a meeting with the director of animal husbandry and veterinary services and other stakeholders to devise means to scientifically dispose of slaughterhouse waste.The member secretary of Goa Energy Development Agency (Geda) said the state imports approximately 350MT of biomass briquettes per day, while only 15MT per day is produced locally. Briquettes are compacted from certain types of waste and used as fuel alternatives. "This presents an opportunity to establish biomass briquette manufacturing units within the state," Geda said.The CM directed GWMC to invite applications for empanelment under a uniform regulatory framework. GWMC said that a payment mechanism needs to be formulated for bulk waste generators such as hotels and commercial establishments."This would involve collection and disposal by empanelled contractors, with charges or fees payable at the waste management facility," GWMC said.
