New Delhi: Delhi govt has given in-principle approval to waive late payment surcharges on inflated water bills, which will bring relief to lakhs of people who have raised concerns about receiving inflated bills. The waiver, however, will be for domestic and govt houses, not for commercial consumers.Water minister Parvesh Verma Thursday said the scheme will be launched in two months. He said that the implementation awaits a software upgrade, shifting the existing Oracle-based system to a cloud-based platform."Once the new system is operational, the full waiver rollout will begin. The move is expected to benefit thousands of households struggling with overdue charges, offering long-awaited financial relief on water billing," he said.Delhi Jal Board maintains about 27 lakh registered consumers. According to an estimate, nearly 16 lakh out of these received inflated bills in the past few years. Many raised concerns about inaccurate billing and stopped making the payments, reducing the water utility's revenues.In Oct-Nov 2022, over 10,000 complaints were received about faulty water bills on the DJB portal. The previous AAP govt promised to bring a one-time settlement scheme last year but could not execute it.A senior official said the scheme will be a one-time amnesty. If the person fails to pay even then, they will not get another chance. Past arrears and late payment surcharges added to the current bills were one of the main reasons for the high bills. Once these are waived, the bill will come down significantly.In another decision taken by govt, DJB will directly process and implement water supply and sewerage schemes for DDA and other land development agencies. Until 2019, such schemes were cleared at the level of the chief engineer (planning), enabling quicker execution, which led to delays, said Verma.With this latest board approval, DJB is now authorised to directly manage and carry forward all such projects, ensuring timely implementation, improved service delivery and enhanced revenue generation, he said. The board also approved the re-initiation of the Delhi Water Supply Improvement Project in the command area of Wazirabad Water Treatment Plant under Asian Development Bank funding.Originally sanctioned in 2013, the project remained unawarded until July 2020, leading ADB to withdraw funding, he said, adding, "After our intervention, ADB agreed to fund the project again."He said this will benefit over 30 lakh people, or 13% of Delhi's population. It will cover an area of 123 sqkm, including Sanjay Gandhi Transport Nagar, Model Town, Lawrence Road, Punjabi Bagh, Jahangirpuri, Shastri Nagar and Pitampura.Meanwhile, a four-month extension has been granted to the Malviya Nagar Water Supply (MNWS) improvement project. Several RWAs had raised concerns over an imminent disruption to water services as a 12-year contract for round-the-clock supply was ending.Launched in 2013, MNWS was one of Delhi's earliest public-private partnership initiatives in the water sector, aiming to upgrade supply infrastructure and service including round-the-clock access to pockets like Navjiwan Vihar and Geetanjali Enclave. While a 24-hour water supply has remained limited, many areas have benefited from more reliable schedules, better pressure and quicker complaint redressal.
