Guwahati: Manipur has established stringent protocols for issuing Aadhaar cards to adults, implementing comprehensive authentication processes and enhanced security protocols under which each adult Aadhaar application has to be mandatorily scrutinised and approved only at the level of state headquarters at the office of the special home secretary.State home commissioner N Ashok Kumar issued a statement noting, "One of the UIDAI officials present at the meeting (chaired by the governor at the Raj Bhavan) observed that Manipur's adult Aadhaar process is perhaps the most stringent in the country.""The high-quality checks and scrutiny process ensure that no illegal foreigner can obtain an Aadhaar card," the home commissioner's statement said. "To further enhance the integrity and security of the Aadhaar ecosystem, Manipur has enforced two mandatory biometric updates -- MBU-1 between the ages of 5 to 7, and MBU-2 upon attaining the age of 15" and these mandatory updates are free of charge, the statement added.The home commissioner also said these processes ensure that the Aadhaar holders' information remain current and secure, preventing misuse of identity."Updating biometric data enhances security and provides seamless access to government and financial services without authentication issues," the home commissioner's statement said.Former Manipur chief minister N Biren Singh on Wednesday emphasised the critical requirement for rigorous verification protocols and collaboration among Aadhaar authorities, ILP enforcement units, and local administration to ensure legitimate issuance of documents.Singh stated on X, "These efforts are critical to safeguarding our integrity and identity. In addition, it is equally important to remember that Manipur is a state where the Inner Line Permit (ILP) system is in place to regulate the entry and stay of non-residents. The Aadhaar issuance process and all related matters must always adhere to the provisions of the ILP to prevent unauthorised settlements and protect the rights of the indigenous population."Singh said, "There have been cases where individuals who are not citizens of Manipur managed to reside in the state using questionable documents. A notable example is the case of one late Nehginpao Kipgen. As per media report, he was born in Teijang, Myanmar (Burma), in 1975, but later came to Manipur for education, went on to study in other parts of the country and abroad, and lived as an Indian citizen. This is a classic example of how the origins of certain individuals were never seriously questioned in this part of the country, and over time, they freely and covertly became citizens of India through unchecked processes."He added, "In another case, the chief judicial magistrate, Imphal West, ordered the police to carry out a detailed investigation to verify the citizenship status of a professor of Hyderabad University and his family. Their names appeared in the electoral records of Churachandpur for the first time in 2005, with no trace of them in earlier records. This case highlights how serious the issue is and how such entries can quietly slip into the system when proper checks are not in place."Emphasising the urgent need for strict verification mechanisms and close coordination between Aadhaar issuing authorities, ILP enforcement agencies, and local administrative bodies to ensure that identity documents are issued only to those who are rightfully entitled, Singh wrote, "This is not just an administrative issue but a matter of national security.
