Vellore District Collector V. R. Subbulaxmi has instructed officials of District Rural Development Agency (DRDA) and civic bodies in Vellore that seized stray cattle should be sent to goshalas for upkeep to prevent traffic congestion and accidents especially during night. It comes after residents, motorists and traders have highlighted to the Collector on the need for a permanent solution for stray cattle menace in the district. At present, except Vellore Corporation, officials of other civic bodies return seized cattle to the owners after charging a nominal fine. On an average, local panchayats impose a fine of ₹100 per animal. DRDA officials said that in most cases, imposed fines are paid by dairy farmers and stray cattle are left on the roads again, resulting in accidents. "Stray cattle risk motorists and pedestrians including school students. Animals block traffic movement especially on key stretches like Gudiyatham Main Road in Vellore," said B. Vanaja, a motorist. Every day, Vellore Corporation, on an average, gets 50-70 calls from the public on stray cattle menace in the town that has 60 wards in its four zones. Key towns like Gudiyatham, Pallikonda and Pernambut get 20-30 calls on stray cattle. Most of these towns are located along dry Palar river, making it convenient for dairy farmers to leave the animals for grazing on open land near the river. Crowded areas like Salavanpet, Sathuvachari, Thottapalayam, Katpadi, Saidapet and Ambedkar Nagar were known for cattle population as residents in these areas are traditionally dairy farmers. DRDA officials said that police have also been asked to give the number of road accidents caused by the prevalence of stray cattle in the district. Police have also been requested to identify cattle menace spots in key towns like Gudiyatham, Katpadi and Vellore to introduce road safety measures for motorists and pedestrians. Failure of cattle breeders to keep cows in their designated enclosures, due to a paucity of space, has led to the bovine animals making their presence felt on every major thoroughfare in the district. "Goshalas have been identified for upkeep of seized stray cattle. Awareness about stray cattle menace is also being done among farmers to find space for cattle within farmland," a DRDA official said.
