HYDERABAD: Despite being blessed with one of the largest river systems in India, Telangana continues to lose massive quantities of Godavari water to the sea every year due to incomplete projects, under-utilisation, and other issues.Over the last 30 years, more than 1 lakh tmcft (thousand million cubic feet) of floodwater from the Godavari has been discharged into the Bay of Bengal-an alarming waste of a precious natural resource.Since the formation of Telangana in 2014, an estimated 40,000 tmcft of Godavari floodwaters have flowed into the sea unused. In just one year-from June 1, 2024, to May 31, 2025-official records from the irrigation department show that 4,132 tmcft of water passed through the Dowleswaram barrage in Andhra Pradesh and entered the Bay of Bengal. The Godavari receives massive monsoon inflows from upstream states like Maharashtra and Chhattisgarh.Lack of completed infraYet, both Telangana and Andhra Pradesh have failed to capitalise on this bounty due to a lack of completed irrigation infrastructure. While Telangana is allocated 968 tmcft from the Godavari, officials say the state is currently utilising only 400-500 tmcft annually. The river's total available water is estimated at 1,486 tmcft. Several key projects intended to tap this water-such as Devadula, Kanthanapally Sujala Sravanthi, and Sita Rama-remain incomplete or partially functional. Even the ambitious Kaleshwaram Lift Irrigation Scheme, designed to harness 140 tmcft, is operating below capacity due to an unfinished distributory network.The Godavari enters Telangana at Kandakurthi village in Nizamabad and travels nearly 300 kilometres through the state before entering Andhra Pradesh. This stretch offers significant opportunity for water utilisation, if harnessed efficiently, experts say. "One of the major projects, Kanthanapally, was allocated 100 tmcft, but it's not functional as the state constructed a reservoir without building the canal network to deliver water to farmers," irrigation expert M Shyamprasad Reddy told TOI. "Even in the Krishna basin, Telangana has an allocation of 299 tmcft out of 811 tmcft, but the govt is unable to utilise it," he explained.The highest recorded floodwater discharge from the Godavari into the sea occurred during 2022-2023, when 6,250 tmcft flowed out due to heavy rainfall in both Telangana and upstream states. In contrast, 2023-2024 saw only 2,828 tmcft discharged, owing to reduced inflows. According to irrigation expert Sridhar Deshpande, it's unrealistic for any state to utilise 100% of floodwaters-but maximising storage, usage of surplus water should be goal. "When the BRS was in power, then CM K Chandrasekhar Rao requested Centre to allocate 1,000 tmcft from 3,000 tmcft being wasted annually, to be used for future projects," said Deshpande, a former chief engineer.
