Patna: Despite being declared a garbage-free city with clean roads, well-maintained streets and the removal of garbage-vulnerable points, Patna continues to wrestle with a far less visible but far more stubborn problem - disposal of legacy and fresh waste at the Ramachak Bairiya landfill site. The absence of a waste-to-energy plant and other essential waste processing infrastructure has left the site struggling under the weight of over 12 lakh metric tonnes of accumulated garbage.A drone survey conducted earlier this year provided a detailed assessment of the dumping yard, which, even after sustained bio-remediation and biomining efforts, still holds 12,23,311 metric tonnes of waste. According to Arvind Kumar, a solid waste management expert with the Patna Municipal Corporation (PMC), only one company, NACOF, is currently engaged in biomining legacy waste, which is estimated to be around 3.8 lakh metric tonnes. The rest is fresh waste, for which the civic body has brought in another agency, ECOSTAN. "For the disposal of fresh waste, the civic body has hired another agency (ECOSTAN), which has started the work," he said.Three years ago, when NACOF was first engaged, the site held nearly 10 lakh metric tonnes of garbage. Spread across 82 acres, the landfill had long been a source of serious inconvenience for people living nearby. Under PMC's jurisdiction, Patna comprises around five lakh households, including residential, govt and commercial properties, across an area of 108 square kilometres divided into 75 wards and six circles. The city currently generates between 680 and 1,200 tonnes of waste per day with an individual generating approximately 450 to 600 grams daily. This figure is expected to rise to 1,537 tonnes per day by 2030.Despite the overwhelming figures, municipal commissioner Animesh Kumar Parashar said that major strides have been made over the past two years. "A lot of improvement was witnessed in the last two years, making almost 20 acres of land free from mounds of legacy waste. Now there is a boundary all around the landfill site, CCTV cameras and lights are installed. An eight-foot high boundary has been constructed all around so that the local population doesn't face any issues due to leachate and foul smell," he said.Parashar added that the treatment of waste at the site is carried out in three main stages - trommel screening for sorting garbage, refuse derived fuel (RDF) processing for converting waste into a usable fuel source, and composting of organic matter. "We have five bio-remediation plants, trommel screens, biomining and around 15 compost pits," the commissioner said.To transform the site into a modern facility, the state govt has proposed an integrated solid waste management project. This will be implemented through a public-private partnership (PPP) in what is being called the Patna cluster, covering not just PMC but also Danapur, Fatuha, Khagaul, Phulwarisharif, Sampatchak, Maner, Masaurhi, Bihta, Bakhtiyarpur, Naubatpur and Punpun. As part of this initiative, six secondary garbage transfer stations are being constructed in each of PMC's administrative circles - Azimabad, Bankipur, Kankarbagh, New Capital, Patliputra and Patna City. The total cost of constructing these transfer stations is estimated at Rs 53 crore. Work has already begun on sites at Yarpur in the New Capital circle and near Panki Tanki in the Patliputra circle.Simultaneously, the urban development and housing department has outlined a separate Rs514 crore proposal to upgrade solid waste management across PMC and 11 neighbouring urban local bodies. As part of this plan, six advanced processing and disposal facilities will be set up at Ramachak Bairiya with the capacity to handle 1,600 tonnes of waste daily. These include a waste-to-energy plant capable of generating up to 15 megawatts of electricity, a 100-tonne-per-day biomethanation plant, a 250-tonne-per-day material recovery facility-cum-RDF unit, a 50-tonne-per-day MRF plant, a 700-tonne-per-day composting unit, and a 325-tonne-per-day sanitary landfill.When asked whether this infrastructure would bring meaningful change to Patna's waste management, Parashar said, "Waste-to-energy plants are being built all over India, and all major municipalities are building them without exception. Different companies, and even government oil companies, are building them. In Indore, the private sector has built it. In the coming time, we have to reduce the carbon footprint."
