Nagpur: The state govt is finalising a new policy to regulate the installation of advertising hoardings on vacant govt land across the state. Spearheaded by revenue minister Chandrashekhar Bawankule, the initiative aims to boost state revenue while ensuring fairness, transparency, and local economic benefit.A detailed presentation on the proposed policy was made by senior officials, including additional chief secretary Rajesh Kumar of the revenue department, in the presence of Bawankule and minister of state Yogesh Kadam on Wednesday. The move is seen as a structured approach to monetise unused govt land through controlled outdoor advertising.Bawankule emphasised that the policy must consider all districts comprehensively and should prioritise transparency and local interests. He said agencies vying for hoarding contracts must be registered with the Directorate General of Information and Public Relations (DGIPR) and must have at least three years of experience in advertising. Additionally, only firms owned by Maharashtra natives will be eligible to bid, a measure intended to support local entrepreneurs.The revenue department will oversee the entire process, from land identification to final approvals, ensuring administrative efficiency and rule-based implementation. Guidelines specify that district collectors must identify suitable land and conduct an e-auction based on the board size and land area. Winning bidders will be required to provide space for govt advertisements free of charge for at least seven days every quarter.To prevent misuse or delays, the policy mandates no lease extensions under any condition -- except in cases involving a judicial stay, where double the fee will be levied. Collectors must initiate the next e-auction at least six months before any lease expires.Further, billboard installation will require approvals from the planning authority, district collector, and other relevant bodies. District collectors will also need to report monthly on all active, expired, or cancelled billboard licences.The policy will also introduce a clearly defined annual licence fee structure, aiming to standardise charges and ensure consistent revenue inflow.
