Doda/Jammu, Sep 15 (PTI) Almost all educational institutions reopened on Monday after three weeks' closure in Jammu and Kashmir's Doda district, which was rocked by protests following the detention of sitting AAP MLA Mehraj Malik under PSA on September 8, officials said.
