12 Chandigarh: Punjab recorded the highest number of drug overdose deaths for the second consecutive year in 2023, with 89 fatalities, according to the latest National Crime Records Bureau (NCRB) report, even as the state witnessed a decline from the 144 deaths reported in 2022.The 89 deaths in Punjab were followed by 85 in Madhya Pradesh and 84 in Rajasthan, out of a national total of 654 such fatalities in 2023, according to the NCRB report on Accidental Deaths and Suicides in India (ADSI) 2023. Neighbouring Himachal Pradesh recorded 21 death and Haryana none. In 2022, of the total 681 drug overdose deaths, Rajasthan followed Punjab with 117 and Madhya Pradesh came next with 74 fatalities. Himachal Pradesh reported 15 deaths and Haryana nine in that year. In 2021, of the total 737 deaths, Punjab recorded the third highest of 78, with Tamil Nadu leading with 250, followed by 113 in Rajasthan. Himachal Pradesh accounted for 13 and Haryana nil. The NCRB's Crime in India - 2023 report highlighted the drug crisis in the border state. Punjab registered the third-highest number of cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act in 2023, with 11,589 cases, trailing Kerala (30,697) and Maharashtra (15,610). The NDPS Act cases crime rate per lakh population in Punjab was 37.6 %, the second highest in the country after 85.7% in Kerala. The data mentioned that the majority of NDPS cases in Punjab (7,785) were registered for possession of drugs for trafficking, the highest across all states and UTs in the country. In contrast, Kerala and Maharashtra showed higher numbers for possession for personal use. This trend of high NDPS cases in Punjab was consistent, as it also ranked third in both 2022 (12,442 cases) and 2021 (9,972 cases). A total of 3,804 NDPS Act cases in Punjab in 2023 were registered for possession of drugs for personal use. The NCRB report on ADSI-2023 placed Punjab among the top five states for deaths due to illicit/spurious liquor. With 33 such deaths, Punjab contributed to the national total of 522 fatalities, falling behind Jharkhand (194), Karnataka (79), Bihar (57), and Chhattisgarh (37). Himachal Pradesh reported 25 such deaths. The report also flagged a dangerous trend in road safety. Punjab was one of only four states/UTs where road accidents caused more deaths than injuries. Of the 6,276 road accidents in 2023, there were 4,906 deaths compared to 3,305 injuries. Other states where fatalities outnumbered injuries included Jharkhand, Bihar, and the Andaman & Nicobar Islands.
