Bengaluru: The govt has scheduled a key meeting to examine the inclusion of the Kuruba community -- the shepherd caste -- of Bidar, Kalaburagi, and Yadgir districts in the Scheduled Tribe (ST) list. Currently classified as Other Backward Class (OBC), the community has for years sought ST status, arguing it would bring greater benefits and protections. If the community in the three Kalyana Karnataka districts is reclassified, it would have political implications because Kurubas would be recognised as Dalit. Perceived as a dominant OBC group after Lingayats and Vokkaligas, Kurubas also wield significant political influence in Karnataka. Chief minister Siddaramaiah himself is a Kuruba and he currently holds the state's tribal welfare department portfolio after the resignation of B Nagendra for alleged misappropriation of funds. Officials from several departments and welfare boards have been directed to attend the meeting in Bengaluru Tuesday, which will specifically look at recognising Kurubas of the three northern districts as part of the Gonda ST group. This meeting comes just days before the launch of a new caste census, a statewide socio-educational survey scheduled between Sept 22 and Oct 7. Siddaramaiah has said the new survey is crucial to capture current social realities and design welfare programmes since the 2015 caste census was set aside. The Siddaramaiah govt had previously urged the Union govt to recognise Kurubas across the state as STs. In May 2019, Mysuru-based Karnataka State Tribal Research Institute was also asked to do an ethnographic study. A report was submitted in March 2023. "The cabinet discussed the report and agreed to forward it to the Government of India," an official said. In Karnataka, OBCs across five categories get 32% reservation. Kurubas fall under Category 2A, which has a 15% quota. The Kuruba community claims that it was identified as one of India's aboriginal tribes way back in 1868. Representatives claim they were STs until 1977 when the LG Havanur Commission reclassified them under Most Backward Classes category. If Kurubas are grouped under the ST list, they will be eligible for higher political representation besides a bigger share of the quota pie. Karnataka has already hiked the ST quota from 3% to 7%. This is where another challenge could emerge. At present, most of the ST benefits go to the Valmiki or Nayaka community.
