Chandigarh: The Election Commission of India (ECI) has instructed authorities concerned to make special arrangements for Khadoor Sahib's jailed member of parliament, Amritpal Singh, to cast his vote in the upcoming Vice-Presidential election by postal ballot.Amritpal Singh, a member of the electoral college for this election, is currently detained under the National Security Act (NSA) in Dibrugarh jail of Assam. In a letter to the union home secretary and the Assam chief secretary on Monday, the ECI directed them that a postal ballot be delivered to Amritpal Singh in jail on Sept 9, the day of the vote. Officials must ensure the sealed ballot is then flown back to the returning officer in Delhi by 6 pm on the same day, before counting begins.The directive was issued in accordance with the Presidential and Vice-Presidential Elections Rules of 1974, which state that postal ballots for those in preventive detention must be delivered on the day of the poll. The ECI has specified that Amritpal Singh be given the necessary facilities to mark his ballot between 5.30 and 7.30 am on Sept 9. The commission has also asked for details about the special messenger who will transport the sealed ballot by air from Dibrugarh.The Khadoor Sahib MP, who is also chief of the Waris Punjab De organisation, has been held under the NSA since April 2023.
