Patna: Of Bihar's 7.89 crore registered voters, 4.96 crore - those already enrolled in the 2003 electoral rolls or born to such electors - will not be required to submit any parental documents during the ongoing special intensive revision (SIR) of electoral rolls, the Election Commission of India (EC) clarified on Monday.In an effort to dispel apprehensions over the revision exercise, the EC announced that the 2003 Bihar electoral rolls have been uploaded to its official website. The move, it said, would ease the process for both voters and booth level officers (BLOs)."They have to just verify their details from the 2003 electoral rolls in the ER and submit the filled-up enumeration form. The electors, as well as the BLOs, will be able to readily access these details," the EC said in a press statement.With the 2003 data made publicly available, nearly 60% of the electorate would not have to furnish any documentation. Only the remaining 40% -- around 3 crore voters - will be required to submit one of 11 specified documents to establish their date and place of birth.The EC further clarified that any voter not listed in the 2003 rolls may still use an extract from those rolls as proof for their mother or father, instead of providing separate documentation. "As per instructions, anyone whose name is not in the 2003 Bihar electoral roll can still use the extract of 2003 electoral roll rather than providing any other documents for his/her mother or father. In such cases, no other document would be required for his/her mother or father. Only the relevant extract/details of the 2003 ER would be sufficient. Such electors would have to submit the documents, only for themselves, along with the filled-up enumeration form," it added.The EC said physical and online copies of the 2003 electoral rolls were being made freely available to all BLOs, as per instructions issued on June 24. This is to ensure that electors have easy access to documentary evidence while completing their forms.Despite these assurances, several opposition parties have questioned the timing of the revision - barely four months before the state assembly elections. They allege that the process is designed to selectively remove names from the rolls by demanding documents beyond Aadhaar for voter verification. They have also criticised the short timeline between June 25 and July 26 to complete the process.The EC, on its part, reiterated that the revision of electoral rolls ahead of elections was a legal requirement under Section 21(2)(a) of the Representation of the People Act, 1950 and Rule 25 of the Registration of Electors Rules, 1960. It stressed that such updates, both intensive and summary, have been carried out annually for the past 75 years."The electoral roll is a dynamic list and must be regularly updated to account for deaths, migration for work, education or marriage and the addition of new voters turning 18," the commission said.It also cited Article 326 of the Constitution, which states that only Indian citizens aged 18 or above and ordinarily residing in a constituency are eligible to be registered as voters.Amid continuing scepticism, Jan Suraaj Party founder Prashant Kishor said, "The political parties doubt the process because the BJP recently won the elections in Haryana and Maharashtra where the same process was adopted. It is the EC's responsibility to explain to them why the process was so necessary and why it was started so late in Bihar."
